Evaluation of the pilot phase of Marine Recovery Action Plans

Description

Natural England is testing a proposed process for developing Marine Recovery Action Plans (M-RAPs), and requires a light touch process evaluation (in keeping with the overall scale of the project) at two pilot M-RAP sites. The requirement is in two parts: (1) refining the existing draft evaluation plan and carrying out baseline evidence collection (to be completed by March 2027); and (2) collecting evidence at the project mid-point and conclusion to complete the evaluation, as well as scoping the outcome evaluation (to be completed by March 2028). Progress to Part 2 will be subject to the availability and confirmation of ongoing funding. The two pilot sites are separated geographically (Yorkshire and North Devon/the Severn Estuary), and it is preferred for the successful contractor to have personnel (or use subcontractors) located in both sites
