The subject of the procurement is a quality and monitoring information system to be used by the City of Helsinki’s Social Services, Health Care and Rescue Services Division, to be provided as a comprehensive service by the supplier selected for the contract. The aim of the procurement is to create a unified, user-centred information system that supports the quality of service provision and supervision, serving frontline staff, supervisors and management, as well as the supportand maintenance services. Underlying this need and objective is the requirement to develop a unified system that brings together scattered supervision data and supports its systematic use in management and decision-making. Changes in legislation, in particular the Act on the Supervision of Social and Health Care (741/2023), require that the quality, consistency and reporting of supervisory data
